Costa Rica has warm water all year, two coastlines catching different swells, and beginner beach breaks within a few hours of an international airport. The country runs on surf tourism - instruction here is a real profession, with ISA-certified coaches, established schools, and decades of experience getting first-timers to their feet.
Just as important: the towns are worth the trip on their own. You can learn at a mellow sandy beach in the morning, then spend the afternoon under a waterfall, on a catamaran, or watching humpback whales - and be back for the sunset session.

For total beginners, Sámara's protected bay offers the calmest, most forgiving waves in the country. Tamarindo is the most popular choice - gentle beach break, dozens of schools, and a full beach town around it. Jacó and Manuel Antonio work well if you want to combine a lesson with easy access from San José.
